Downtown Victoria has spent most of 2026 looking like a construction site. There are cones on Highway 5, a fenced-off intersection at Highway 11, and orange barrels lining Stieger Lake Lane. It would be reasonable to assume the restaurant scene downtown is on pause until the dust settles.
It is doing the opposite. Within a few blocks of that roundabout, three places are either brand new, freshly poured, or worth a second look this fall: Harland Chicken & Fish, Blue Agave Tacos & Tequila, and Winchester & Rye. The food is arriving on roughly the same timeline as the road work, which means this fall is an unusual window. The detours are real, but they are also temporary in a way that next year's construction will not be.
The Three Openings
Harland Chicken & Fish is the one most people downtown have been watching. It comes from Erik Forsberg, the same owner behind Tono Pizzeria + Cheesesteaks and Frank and Andrea, and it's his first full-service restaurant. The plan is fried chicken, fish and chips, seasonal lake fish, and a bar program built around craft cocktails and beer, set inside a renovated historic building at 1715 Stieger Lake Lane. The Star Tribune first reported a summer opening back in June. By late July, the paper's restaurant desk was describing it as opening "later this year," which is a small but telling shift. Restaurants in old buildings almost always take longer than the first announcement suggests, and Harland looks like a normal case of that rather than a stalled project.
Blue Agave Tacos & Tequila is further along. Victoria's city council approved its liquor license in a public hearing this spring, tied to a new location inside the Rowe Building downtown, with an on-sale, off-sale, and Sunday license running from April through June and renewing annually after that. The council also approved illuminated signage for the building's Highway 5 and Rose Street sides, with a condition that any burned-out letters get fixed within 30 days or the sign goes dark until they are. That is about as close to a paper trail as a small restaurant opening gets, and it confirms Blue Agave has been serving downtown since spring.
Winchester & Rye rounds out the block. It's a whiskey lounge and pizza spot that's already established in downtown Victoria, and it gives the new arrivals something to sit next to rather than compete with. A fried chicken and fish concept, a Mexican kitchen with a tequila list, and a whiskey and pizza lounge within walking distance of each other is a different downtown than the one Victoria had two years ago.

None of this is happening in a vacuum. Downtown West, the mixed-use area west of the historic core, got final plat approval in February 2026 for four new retail and commercial buildings plus a mixed-use building with ground-floor commercial space and eight condo units, with construction likely starting this spring. The Detour That Gets You There
The reason all of this feels tangled up with construction is that it is. The city's Downtown West (Highway 5/11) Improvement Project is building a new roundabout at the intersection of Highway 5 and Highway 11 on the west side of downtown, plus a second roundabout where Highway 11 meets the northwest entrance to Downtown West. Construction has been running since fall 2025 and is scheduled through summer 2026.
The detour route while that work continues is the extension of Stieger Lake Lane from downtown Victoria out to Highway 11, which is also the road Harland Chicken & Fish sits on. If you're heading downtown for dinner this fall, Stieger Lake Lane is likely the road you'll actually be driving, whether or not you knew that going in. The city has been clear that access to downtown businesses is being maintained throughout the work, just rerouted.
Why This Particular Fall Is the Window
Here is the part that's easy to miss if you're only half paying attention to the orange signs: this year's inconvenience is the mild version.
A few numbers explain why the county is doing this work at all. Traffic on the Highway 5 corridor between Chanhassen and downtown Victoria now exceeds 20,000 vehicles a day, well past the 15,000 to 18,000 range that planners generally consider the tipping point for a two-lane road. Once the full corridor is widened to four lanes, the county's own transportation lead has projected a 25 percent cut in travel time on that stretch, since the current bottleneck near Highway 41 goes away. The project's total cost is estimated at around $125 million, funded mostly through federal, state, county, and city sources rather than local property owners.
That widening is happening in phases, and the phase that matters for anyone eating downtown this fall is straightforward:
- Through 2026, Highway 5 stays open, with lane shifts and a temporary detour route via the Stieger Lake Lane extension while the roundabout goes in.
- In 2027, Highway 5 will be fully closed from 80th Street to the Arboretum Drive entrance for the entire construction season, with downtown access rerouted through County Road 18 to the south and Highway 7 to Highway 11 North.
In other words, 2026 is the year with a workaround. 2027 is the year without one. If Harland Chicken & Fish opens on the later end of its timeline, it will likely be serving its first full season of diners right as that 2027 closure starts, which means the easiest stretch to eat downtown without rerouting your whole evening is probably right now, before next spring.
One More Date Worth Circling
If you're downtown for dinner this fall, the city has a Halloween celebration planned for Monday, September 21, from 5:30 to 8:00 p.m. at the New Victoria Fire Station on Kochia Lane, part of the city's ongoing run of free community events. It's not on Stieger Lake Lane, but it's close enough that a family could reasonably make an evening of both. Between that, the three restaurants, and a roundabout that's finally taking shape instead of just sitting torn up, downtown Victoria this September looks less like a place in progress and more like a place that's arrived, at least for the next several months.
